SYNC-01. Create a SyncEnvelope from an immutable local release or selected attempt set. SYNC-02. Apply consent, privacy and destination policy before inventory generation. SYNC-03. Exchange capabilities, schema versions and destination identity. SYNC-04. Send manifest and content digests before binary data. SYNC-05.
