SYNC-01. Create a SyncEnvelope from an immutable local release or selected attempt set. SYNC-02. Apply consent, privacy and destination policy before inventory generation. SYNC-03. Exchange capabilities, schema versions and destination identity. SYNC-04. Send manifest and content digests before binary data. SYNC-05. Destination returns missing-object inventory; identical digests are not retransmitted. SYNC-06. Transfer blobs in resumable chunks with per-chunk checksum. SYNC-07. Use bounded concurrency and bandwidth caps so sync cannot starve capture or inference. SYNC-08. Persist local chunk receipts before advancing the cursor. SYNC-09.
